East Liverpool
— On March 25 at approximately 7:10 a.m., after having been arrested on various charges and warrants Christopher Hightower and Rodney Carter while at the police station waiting to be transported to Columbiana Co jail requested medical treatment at East Liverpool City Hospital. Hightower had a previous injury to his hand which he complained needed to be treated and reported to be possibly overdosing. Carter requested medical treatment claiming to be septic. He exposed his left wrist which was seeping yellow puss and swollen. Carter also admitted he had used heroin around 4 p.m. March 24. ELFD was called and checked out Edward Torres who had a minor abrasion on the left side of his head from attempting to flee from police. Torres was cleared by EMS who then evaluated Hightower and Carter. Hightower was transported by ELFD who also called NorthStar to transport Carter to East Liverpool City Hospital. Hightower and Carter, who had a felony warrant for drugs, was informed if they attempted to flee from the hospital they would be charged with escape. Once both parties were transported, an officer followed them to the hospital where he stood by until relieved by another officer. Later hospital staff informed the officer they were both being admitted. The officer informed CCSO that Carter was being admitted as his felony warrant was out of Columbiana County Sheriff's Office.
— Officers responded to 137 Fawcett St. in reference to a female who was reporting that a male was at their residence on Fawcett Street and that she has a protection order against him. Officers went to the residence having negative contact with anyone by knocking on the door.
— An officer patrolling the area of Jackson and 7th streets March 25 at 2:53 a.m., observed a bright light coming from the upstairs window of 205 W. 7th St. The residence of Christopher Hightower caught his attention. The officer observed a male subject that he knew from multiple other incidents as Michael Howard looking out of the closed bathroom window. Knowing that Howard had an active felony from a prior incident at the same address where he had cut Hightower's hand with a machete, the officer contacted the captain to tell him what he observed. The captain, another patrolman with a K9 and a deputy arrived and surrounded the address in an attempt to apprehend Howard. Officers saw a female at the dining room table and got her attention and told her to go to front door. She paced around the house seemingly speaking with someone. Hightower was seen running through the dining room and disappeared into a doorway which was later found to be the stairs to the second story. The female came to the back door and opened it. Officers asked her where Howard was and she responded she had been downstairs and did not know. Officers requested another unit to the front of the house. At the front of the house two officers were speaking to two males one identified as Hightower, who had charges on him, the other identified as Sean McCarthy, who was found to have outstanding warrants and was arrested and placed in the back of a cruiser. Hightower was asked several times where Howard was and said he did not know. After being told Howard had been observed in the upstairs window, Hightower still denied knowing where he was. Hightower was advised of pending charges against him and placed into a patrol vehicle. Due to the number of suspects at the location assistance was requested from Liverpool Township. After officers announced themselves at the door one of the officers said he observed a female in an upstairs window. Officers entered the house and commanded anyone in the house to show themselves. After clearing the basement and lower level of the house officers went upstairs where they found a male and female in a bedroom. The female did not have any warrants and released with no charges. The male identified himself as Ralph Muldow. An officer having dealt with the male before knew that was a false name. The male was detained due to officers not being able to identify him. The male was later found to be Rodney Carter, who had an active felony warrant for drug charges. After the address was cleared, officers found the same bathroom window they had observed closed earlier now open. The window it was discovered opened to the roof of the front porch which was level with neighboring houses roofs and could have been used as an escape route. Officers went outside the house and witnessed the female originally at the dining room table standing next to Edward Torres. They asked what he was doing there as they knew of the active protection order the female had against him. Torres was placed under arrest for violating a protection order. Torres tried to flee when officers went to arrest him. After Torres was arrested, officers searched the belongings of McCarthy and found cocaine in them. The cocaine was placed into evidence and sent to BCI for testing. All four arrestees, Hightower, Carter, McCarthy, and Torres, were transported to the East Liverpool City Police Department to be processed before being transported to the Columbiana County Jail. Hightower had an injury to his hand and Carter had an injury on his arm. Both had failed to take care of their injuries and seemed to have infections. Both Hightower and Carter requested medical attention and were transported to the East Liverpool City Hospital where they were both admitted for the infections. The hospital staff was given a hospital hold form for both Hightower and Carter pending their medical release. Carter was charged with obstructing official business. McCarthy will be charged with drug possession pending test results. There were charges on Hightower for obstructing official business and possessing drug abuse instruments from a previous incident. Torres was charged with violating a protection order and obstructing official business.
Liverpool Township
— An officer conducted a traffic stop on Dewey Avenue on April 6 at 1:24 p.m. on a vehicle who went left of center. The officer spoke with the driver who was identified as Jason Kane and was found to have a suspended license. The passenger, identified as Michelle Brown, had an active warrant out of the pickup radius and was also on probation for possession. The officer asked for consent to search the vehicle due to the vehicle having just left 1121 Anderson Ave., which is a known drug location. Kane consented to the search. The officer located two plastic bags containing white powder residue and a crack pipe. Kane was given a citation for driving under suspension and the bags and pipe were entered as evidence. Both were released at the scene.
— An officer was advised by dispatch April 6 at 11:49 p.m. that a female had called to report a vehicle that had crashed somewhere near 420 Imperial Drive with the driver fleeing the scene. The officer arrived to find a female standing in front of 420 Imperial Drive who said she heard a loud crash. She walked down to the address to see a blue Nissan had crashed into the chain link fence at that residence. The female said she had talked with a young female driver who apologized and asked that she not tell on her. The female advised the driver to stay put that police were on their way and if she left, she would make it worse. The driver said she got into an argument with her boyfriend who lives in the apartment nearby when the accident happened. The female said that another neighbor told her the driver was going too fast and would never make the bend in the road. The driver struck a tree and a split rail fence before hitting the chain link fence. The driver told the female she did not have insurance before getting into her car and driving east and heading toward the direction she came from. After gathering information from witnesses including plate information, the officer ran the plate, and the female identified the registered owner of the vehicle as the driver from the BMV photos shown to her by the officer. The officer checked the area but could not locate the driver or vehicle.
— An officer on patrol on April 7 at 12:57 a.m., searching for a blue Nissan that had been involved in a private property accident where the driver had fled, came across a vehicle parked on Windsor Drive in the roadway and partially blocking a driveway at 2984 Kingsridge Drive. After trying to locate the driver of the vehicle, the officer called for a tow truck due to the vehicle being on the roadway and creating a traffic hazard. The vehicle was towed by First Class Towing.
— An officer on patrol April 4 at 4:15 p.m. observed a vehicle on the left side of the roadway on Orchard Street against the flow of traffic. Half of the vehicle was parked on Orchard Street and the other half on city owned property. The officer observed the location of the vehicle was a hazard to other traffic as it was in the roadway, against the flow of traffic and right before a sharp curve, with the vehicle parked in a way where two vehicles could not safely pass. A bystander told the officer the driver got out of the vehicle, walked into the city property and he had not seen him since. The officer checked the city owned property which is off limits to the public and did not locate anyone. He went back to the vehicle and advised dispatch to send a tow truck. First Class Towing arrived on the scene and a male came from the thick brush area staggering around stating the vehicle was his. The driver, identified as Jacob Rattenni, age and address not provided, said he was driving the vehicle and parked it there to explore the vacant buildings on the city owned property. The officer explained why the vehicle was being towed. Rattenni's speech, body language and slow motor skills led officers to believe he was under the influence of a drug and advised a sober driver would need to come get the car. Rattenni paid First Class Towing for the call out and they released the car to his mother who parked the car in a parking lot of Parkway and took Rattenni home. Rattenni was issued a citation with court date for parking prohibitions.
— An officer sitting stationary on state Route 7 at 2:36 p.m. April 13 clocked a vehicle doing 102 miles per hour in a 55 zone. The officer conducted a traffic stop and spoke with the vehicle's owner, identified as Darian Bradey, age and address not provided. Bradley was issued a citation for speed reckless operation and released with a mandatory court date.
— An officer contacted a female on April 18 at 7:33 a.m. regarding her purse being stolen. The female stated she was at 1037 Orchard St. on the prior date until 5 a.m. She said she placed a call to a cab company to obtain a ride home to Newell, West Virginia, and as she was leaving the residence noticed her purse missing. The officer filed a report.
— An officer responded to a trespass call at 1269 Fox Chase on April 18 at 7:01 p.m. Upon arrival, the officer met with a female who said she was at her friend's house to let her animals out while she was at work and Jason Conkle and Randy Jordan were with Chelsea Madison's truck and said they were fixing it. The female said that Conkle was her friend's ex-husband and had been coming by the house making her friend feel uncomfortable. The female was advised to contact the officer if they returned to the residence. At 7:57 p.m. the officer was advised the female had called back to report Conkle had come back to the residence. As the officer was calling out to anyone in the residence to come out, he observed two vehicles pull up. Andrew Mayfield, a bail bondsman, informed the officer that he heard Chelsea Madison was at the residence and they were taking her. The officer advised him that Madison had a warrant out of the county and police would be taking custody. Conkle at this time stepped around the open doorway and knowing he had a felony arrest the officer pulled his tazer and commanded Conkle to come outside. The officer entered the residence fearing Conkle would flee and ordered Conkle to get on the ground after being given several commands which Conkle refused to follow. Conkle told the officer no and that he had no authority to be inside the residence. The officer told Conkle he had a felony warrant and was under arrest. The officer tried to place Conkle under arrest and he resisted. Mayfield entered the residence and took Conkle to the ground. Dispatch conducted a radio check and the officer said he was fighting with Conkle. When Conkle pushed Mayfield off of him and started to stand back up the officer advised him he would be tazed. Conkle continued to resist arrest. The officer stunned Conkle on the outer thigh and he continued wrestling with Mayfield and the officer who stunned him a second time and he continued to wrestle. With Mayfield's assistance the officer was able to get Conkle cuffed and put him into custody. Conkle tried telling the officer that if the officer let him go, he would give him information on where to find Madison. The officer told him he was not being let go. St. Clair Township Police arrived on the scene. The officer and Mayfield with assistance from a St. Clair officer were able to get Conkle into a patrol car. The officer left the residence to meet up with a deputy and informed Conkle a charge for resisting arrest would be added. While being transported Conkle advised at that time he wanted to go to hospital. The officer advised dispatch to send an ambulance to meet them at the Dollar General. The St. Clair officer stood by to assist as Conkle was loaded into the ambulance and then followed the ambulance to the hospital where he was met by a deputy who advised he was going to stay with Conkle and would take him to jail on his warrants.
— An officer sitting stationary on Boring Lane at 4:01 p.m. April 21 clocked a vehicle doing 47 miles per hour in a 25 zone. The officer conducted a traffic stop and spoke with the vehicle's owner, identified as James Wilkes, age and address not provided. Wilkes was issued a citation for speed and released with a court date.
— An officer sitting stationary on Boring Lane at 4:21 p.m. April 21 ran the plate of a car that came back expired. The officer conducted a traffic stop and spoke with the vehicle's owner, identified as Paul Manbeck, age and address not provided. Manbeck was issued a citation for fictitious plates and released with a court date.
— An officer traveling south on Shadyside to a 911 hang up call noticed a male subject on a red riding mower cutting the grass and shooting the clippings into the roadway. The officer cleared his call and returned to 1616 Shadyside Ave. and spoke to the male about how it's illegal to place hazardous materials into the roadway that could result in an accident and also told him that if a motorcycle came through and crashed because of the grass clippings he would be responsible. The male advised that he would use his riding mower to clean the roadway of the grass clippings and the officer provided coverage by sitting on the road with emergency lights on while he cleared the grass.
— An officer was dispatched to 2769 Lisbon St. for a criminal damaging report after receiving a call of shots fired on April 28 at 5:50 p.m. The officer spoke to the homeowner who said he was sitting by the living room window watching TV when he heard a crack sound followed by a second. He looked over to see his brand-new front picture window which he just had replaced 10 days prior with two small holes in it. The officer noticed the two marks which appeared to be from a bb or pellet gun. The homeowner said he did not see anyone outside when he looked. The officer spoke to the neighbor who he had seen walking towards his house when he arrived to see if he had seen anything. He said he had not. The officer took photos, filed a report and said he would do extra patrols.
— An officer while sitting stationary on Boring Lane on April 29 at 6:24 p.m. clocked a vehicle doing 47 miles per hour in a 25 zone. The officer conducted a traffic stop and issued a citation to the driver, identified as Robert Fair, age and address not provided, for speed.
